Is there a need or market opportunity for a new major gem lab that would work on an non-profit basis and would be substantially cheaper to use than the existing establishments?
Perhaps a two tiered pricing structure with the public prices lower than the trade prices. Obviously difficult to enforce but the trade typically benefits more financially from testing in comparison to the consumer.
Services to include gem and MINERAL identification, colored stone and diamond grading, comprehensive treatment and synthetic identification, origin determination, but no appraising.
Capital cost to set up would be in the $3 million range funded by donations. Annual operating costs to be determined. A substantial budget would be included to reach, and educate, the public.

I think the non profit labs will continue to surface. I for one would love to see some of the labs to take place in Brazil -- where hundreds if not thousand of gemstones that can be certified and then to be launched into global Web markets
It is totally viable -- and likewise, this will also happen in China or in Vietnam.
It is about time.
