It would depend on what you need the scale to do in my opinion. If it's to weigh stones then something like the one Barbra suggested would be a good place to start as it would be able to give you a more protected spot to get more accurate readings but if you're just looking to weigh jewellery or maybe do some SG readings on some bigger stones then something like the Gemoro XP500 might be enough for what you need and it's only about $30 - 40.

Personally I have two scales that I use. I use the Gemoro one to weigh the jewellery I get in and a fully enclosed scale for any loose stones as it's way more accurate. It would also depend on what you condsider a "budget" as the fully enclosed one I bought was about $700 CAD so it wasn't too bad compared to other ones but I was able to get mine as a deal with a larger order of other tools I was making at the time.
