Sorry - there is not enough information in a photo to identify a cut stone. Ever. The color is not definitive. Can you rotate it in front of an LCD screen report the changes (if any), or give us any other information about the stone? My first guess is "glass", but it could be real.

Just based on the image... London Blue topaz would be a wild guess. Yes could be glass, synthetic or possibly a natural gem of a few different species, but I'm sticking with LBT.

Barbra, that is a very possibility being a color coated topaz. Back in the early 2000's we used to use a lot of Azotic color treated colorless topaz and quartz.
