Looks nice, looks like lapis lazuli or larimar.

Cool. It's definitely not lapis or larimar as I'm sure you know, but it does have some interesting form to it. Is it something you've spotted locally? I wonder what it could be.

I don't know what it is. But i am sure it is a natural material from Toliara, Madagascar

Kinda reminded me of Mossy Creek Glassy Furnace Slag or Leland Blue.

With a little research I discovered the Molo Graphite Project, Green Giant Project and the Toliara Mineral Sands Project all of which have active refineries in Toliara, Madigascar.

Possible blue slag?

I wonder if the cabochons have just a blue skin, like the rough pieces do, or if they're blue through and through?

The rough appears to have a tan skin over solid blue.
The patterning doesn't have the wavy flow lines I think of in leland blue. But it is odd.

Start with some basic tests, H, SG, reaction to acids. Do you know anything about exactly where it came from? Any pieces with matrix or associated minerals?
